The correct answer is based on the ethical and professional standards that govern the practice of counseling. Counseling is intended to take place within a professional and therapeutic relationship, which establishes boundaries, trust, and a safe environment for clients. Such a context is crucial for effective therapeutic outcomes and maintaining professional integrity.

Providing counseling in any setting or situation outside of this established framework could compromise the quality of care and the ethical practice of the counselor. Professional relationships facilitate clear expectations, boundaries, and confidentiality, which are fundamental for the therapeutic alliance. Therefore, counseling must adhere to these professional standards to ensure the welfare and rights of clients are fully respected and protected.
